Laws & Safety: The "Don't Get Fined" List (2)

Dubai is incredibly safe, but the laws here are strict. Ignorance is not an excuse. We have listed the most common fines that tourists face so you can avoid them."

1. 🚶 The "New" Jaywalking Law (2025 Update)

Previously, this was just a 400 AED ticket. Now, the law has split into two categories under Federal Decree-Law No. 14 of 2024.
  • Category 1 (The Standard Fine):
    • The Act: Crossing the road from a non-designated area (i.e., not using a zebra crossing, footbridge, or subway).
    • The Fine: 400 AED.
  • Category 2 (The Severe Penalty - NEW):
    • The Act: If you cross a road with a speed limit of 80 km/h or more (highways), OR if your jaywalking causes an accident.
    • The Fine: 5,000 AED to 10,000 AED plus potential Imprisonment (minimum 3 months).
    • TVT Advice: Never run across a highway in Dubai. It is now a criminal offense, not just a traffic violation.

2. 🚇 Dubai Metro Fines (The "100 AED" List)

The Metro is clean because these rules are strictly enforced. Watch out for inspectors.
  • ❌ Eating & Drinking: 100 AED
    • This includes chewing gum, drinking water, or eating candy inside the train or on the platform.
  • ❌ Gold Class Violation: 100 AED
    • Sitting in the "Gold Class" cabin with a Silver Nol card.
  • ❌ Sleeping: 300 AED
    • Sleeping is prohibited in passenger shelters or waiting areas.
  • ❌ Feet on Seats: 100 AED
    • Putting your feet up on the seats (even if shoes are off).
  • ❌ Emergency Buttons: 2,000 AED
    • Using the emergency button or lever without a genuine emergency.

3. 📸 Photography & Privacy (The Expensive One)

Dubai has strict cybercrime and privacy laws (Federal Decree-Law No. 34 of 2021).
  • The Rule: You cannot take photos of people (especially women and families) without their explicit consent.
  • The Fine: Fines for invading privacy can range from 150,000 AED to 500,000 AED and include jail time.
  • Strictly Prohibited Targets:
    • Government buildings, Embassies, and Police Stations.
    • Military sites.
    • Airport security areas.
    • Traffic accidents.

4. 🤬 Public Decency & Respect

  • Public Display of Affection (PDA): Kissing or aggressive holding hands is not culturally acceptable. It can lead to a warning or legal action.
  • Swearing/Foul Language: Using the "middle finger" or bad language (even in road rage) is a serious crime that can lead to deportation.
  • Alcohol: Drinking is only legal in licensed bars/hotels or your home. Drinking on the beach or street is strictly prohibited.
